volume  \: of \:  a \: cylinder \:  = \pi {r}^{2} h
let the radius and height be 3x and 2x respectively.
volume  \: of \:  a \: cylinder  = \frac{22}{7}   \times {3x}^{2}  \times 2x
19404 =  \frac{22}{7}   \times 9 {x}^{2}  \times 2x \\ 19404 =  \frac{22}{7}  \times 18 {x}^{3}  \\ 19404 \times 7 = 396 {x}^{3}  \\ 135828 = 396 {x}^{3}  \\  {x}^{3}  = 49 \\ x =  \sqrt[3]{49}
radius = 3 \times  \sqrt[3]{49}
height = 2 \times \sqrt[3]{49}
