Let the ponds be p1 and p2. The radius of p1 is 1.4m and it's area will be :-

 \: area = \pi \:  {r}^{2}  = 3.14 \times  {(1.4)}^{2}

area \:  =  \: 6.1544

The area of p2 is 1/4 of p1. then the radius of p2 be :-

area \:of \: p2 =  \frac{1}{4}  \times \: area \: of \: p1

area \: p2 =  \frac{1}{4}  \times 6.1544

area \: p2 = 1.5386

area = \pi \:  {r}^{2}  = 1.5386

3.14 \times  {r}^{2}  = 1.5386

 {r}^{2}  =  \frac{1.5386}{3.14}

 {r}^{2}  = 0.49

r =   \sqrt{0.49}

r = 0.7m
