Ratio of surface area - 2.77

Decrease percentage in surface area is - 0.4%

Surface area of a sphere is calculated using formula - 4πr²

Surface area = R1²/R2²

SA = 35²/21²

SA = 2.77

Percentage = (35-21/35)*100

Decrease in percentage = 0.4%
