Given the diameter of the small balloon is 14cm and diameter bigger balloon is 28cm

Then the radius of small balloon =
2
14

=7cm

And radius of bigger balloon=
2
28

=14cm

We know the Surface area of balloon =4πr
2

Then the ratio of the surface area of two balloons =
4π(14)
2

4π(7)
2

=
196
49

=
4
1

Then the ratio of both balloon =1:4
