since the radius of circle increase by the rate of 0.7 cm / sec.. then the rate of circumference will increase by rate = 2 × π x rate of Radius = 2 x 3.14 x 0.7 = 4.398cm/ sec

could be explained more complicated......

circumference = C = 2π x R
differentiating with respect to time.. ( another term for "rate of")

dc/dt = d ( 2πr)/ dt
dc/dt = 2π x (dr/dt) constant = 2Π
= 2 x 3.14 x 0.7 dr/dt = 0.7
= 4.398
