The Ramsar Convention is an international agreement to try to save the World's wetlands. A meeting of representatives from all of the nations belonging to the Ramsar Convention took place in Romania in July 2012. Before the meeting, the countries were asked several questions.

Among those questions, only a small number countries answered 'yes' to the question "Is all planned management of wetlands based on scientific research?". Suggest why many countries couldn't answer 'yes' to this question. ​
