when concentration of Cl is reduced to half = R/2
Rate' = K[R/2CI) ------------------------ 2
Dividing equation 1 and 2,
Rate/Rate' = K[RCI)/K[R/2CI)
Rate/Rate' = 2
Rate' = Rate/2
Option (2) is correct.
