This is because aquatic animals take oxygen from dissolved form of water where as terrestrial animals take free oxygen from air.

the rate of breathing in aquatic animals is faster than that seen in terrestrial animals because the amount of oxygen dissolved in the water id less as compared to the amount of oxygen present in the air . thus the try to absorb as much oxygen a they can and hence their breathing rate is faster to consume more oxygen at a time.
