Here is your answer.

According to Bohr's postulates the energy of all the atomic orbits are quantized i.e, the energy is fixed so that the electrons revolves in the orbit and cant jump untill an external energy is supplied to get it excited.

Since the energy is fixed so electron can not radiate energy in these orbitals, however when it .gets excited and jumps to higher orbital then it gains more energy and when it falls down it realeases or radiates the energy. This is because the energy level is fixed so it cant gain extra energy carried by the electron.
