Let the radius of the bigger circle be R
Let the radius of the smaller circle be r
Then,
(a) [tex]2 \pi r/2 \pi R= 2 \pi 4/2 \pi 3 Cancelling 2 \pi , or 4/3[/tex]

(b) ratio of their circumference =
[tex] \pi r^2 / \pi R^2 = 16/9 or r^2/R^2 = 16/9 or r/R = 4/3 or 2r/2R = 8/6 [/tex]
