=> Perimeter of quadrilateral = sum of all sides

=> 28 = 2x+3x+5x+4x

=> 28 = 14x

=> 28/14 = x

2nd side = 3x = 3×2 = 6 cm

3rd side = 5x = 5×2 = 10 cm
