2h=r+h

2h-h=r

h=r

Substitute the values

Total surface area of cylinder=2\times \frac{22}{7}\times r(r+r)=\frac{88r^2}{7}

\frac{88r^2}{7}=616

r^2=\frac{616\times 7}{88}=49

r=\sqrt{49}=7 cm

Radius of cylinder=r=7 cm

Height of cylinder=h=7 cm
