let the ratio be 2x and 3x.
perimeter of a parallelogram = 2 ( l + B)
40 = 2 ( 2x + 3x )
40 /2 = 5x
20 = 5x
x = 20/ 5
x = 4
one side = 2x = 2*4 = 8 unit ans.
second side = 3x = 3*4 = 12 unit ans.
