Assuming ba semi classical mod of h like atoms

En = 13.6Z^ 2/n^2

Energy in the ground state of h will be given by n= 1 and Z= 1 and in the formula , i.e E1 = -13.6

Energies in the 1st excited state of he+

will be given by n =2 and Z=2 in the formula i.e E2= -13.6(2)^2/2^2

Thus, the ratio =1.
