V=omega√(A^2-y^2)

Where Omega is the angular velocity of the partticle.

A is the amplitude of the SHM or maximum displacement.

Y is the displacement of the particle from it's mean position.

At mean position particle having Zero displacement or y=0

So V=Omega×A

which is the required maximum velocity, that is at the mean position.

If we talk about extreme position displacement of the particle will be maximum i.e y=0

So velocity at extreme position will be zero.
