The value of x is 28.

This can be solved as follows:

Initial ratio of milk and water= 3:8

Let the quantity of milk and water be 3a and 8a respectively

After addition of x litre of milk,

Milk= 3a+ x

Water= 8a

New ratio is 5:4

So we can write: (3a+x )/8a= 5/4

On solving this equation we get x=7a

On addition of 18 litre of water,

Milk = 3a+x

Water= 8a+18

So new ratio is (3a+x)/ (8a+18) = 4/5

Now using value of x= 7a and solving the equation, we get the value of a as 4.

As we already found the relation between x and a, we get the value of x as 28.
