let number of students in the class : 5x

we know that ratio of number of boys and girls in the class: 3:2 then, let number of girls and boys students in the class be 3x and 2x respectively.

percentage of boys scholarship holder in the class :20%

number of boys scholarship holder in the class:

20\% \: of \: 5x \\  =  \frac{20}{100}  \times 5x \\  = x

percent of girls scholarship holder in the class :30%

number of girls scholarship holder in the class:

30\% \: of \: 5x \\  =  \frac{30}{100}  \times 5x \\  =  \frac{15x}{10}  \\  = 1.5x

percentage of scholarship holder in the class:

(30 + 20)\% \\  = 50\%

number of scholarship holder in the class:

50\% \: of \: 5x \\  =  \frac{50}{100}  \times 5x \\  = 2.5x

percentage of students who are not scholarship holder:

100\% - 50\% \\  = 50\%

or,

( \frac{5x - 2.5x}{5x} \times 100 )\% \\  = 50\%

then 50% is your answer
