According to Graham's law of diffusion,

rate of diffusion or effusion of a gas is inversely proportional to square root of the molecular mass of the gas.

From peroidic table,

We, know molecular mass of Carbon mono-oxide and Nitrous oxide is same and it is equal to 44.

Hence,ratio will be 1.
