Young's modulus : Y = stress/strain 

Strain = change in length/length 
  Strain has no units.
stress = pressure = force/unit area = mass * length /time² / (length)²
           = mass /(length - time²)
SI units :   kg/(m-sec²)
               =  1000 gm /(100 cm - sec²) = 10 gm/cm-sec²
CGS units =  gm/(cm - sec²)

Ratio = 10.
