Assuming the semi classical model of H like atoms will be -  

En = -13.6Z²/n²

Energy in the ground state of H will be given by n = 1 and Z = 1 in the formula, i.e E1 = -13.6

Thus, on calculating

E = 13.6/n²

E2/E3 = (3/2)²

E2/E3 = 9/4

Thus, the ratio of the energies of the hydrogen atom in its first to second excited states will be 9/4
