Let radii of two cylinders be 2x and 3x units respectively
and heights of two cylinders be 5y and 3y units respectively
Therefore, Ratio of their volumes =
 \frac{\pi \times  {(2x)}^{2} \times 5y }{\pi \times  {(3x)}^{2} \times 3y }  \\  =  \frac{4 {x}^{2} \times 5y }{9 {x}^{2} \times 3y }  \\  =  \frac{20}{27}
Therefore, Ratio of their volumes = 20:27
