volume of a right cone pi r^2*h/3
let their heights 3x and 2x
and their radii 2y and 3y
so their volume pi*(2y)^2*3x/3 and pi*(3y)^2*2x/3
implies 4xy^2*pi and 6xy^2pi
so ratio will be 4:6= 2:3
