Inertial mass measures the resistance to the acceleration of the object ( F = ma) . but the gravitational mass shows the ability of the body to attracts other masses , for earth its the weight ( w =mg).
So, For same pair of bodies ratio comes to be 1 as mass is constant and so will be g and a for the pair of bodies .
It uses equivalence. So ratio comes to be 1.
