to find a rational number between two fractions, we use this method :-

 \frac{ \frac{x}{y} + \frac{a}{b} }{2}

so,

using this method,

 = \frac{ \frac{3}{7} + \frac{2}{3} }{2}

now, we will take LCM ,

= \frac{ \frac{9 + 14}{21} }{2}

also, if any equation is in this form:

\frac{ \frac{x}{y} }{z}

then,it forms this equation,

= \frac{x}{y} \times \frac{1}{z}

so,

= \frac{23}{21} \times \frac{1}{2}

= \frac{23}{42}
