The reaction does not take place if a few drops of dilute sulphuric acid are not added to water.Why?

When acid such as sulphuric acid ( H2SO4 ) is added, the compounds separate into seperate ions and having smaller number of ions increases conductivity. This doesn't require an acid . ... Even normal tap water has enough ions to be a good conductor, which is neccessary to efficiently perform electrolysis.
