I find the lack of units disturbing in your question.
assuming standard units... and assuming spring balance to be massless.
since initially spring balance reads 12kg, it means a force of 12N acts on it in the downward direction.
when a piece of Iron is lowered into the water the mass of the iron will be added to the mass of water.
force of gravity on the iron will be F=ma i.e. F=7.8 x 20 ;
therefore force of gravity on the iron will be 156N
adding it to the initial weight, we get 168N
therefore the scale will read 168kg
And since the mass of iron piece is given i don't see the motto of density in the question
