The Specific Heat of sand is lower than that of water, hence sand gets heated up more quickly than the water in the river.  

It takes more heat or energy, to raise the temperature of water by one degree than what is required to increase the temperature of sand by one degree.  

Land surface also absorbs more solar radiation than water, due to its darker shade. Water reflects most of the solar radiation and thereby it gets heated up more slowly.
