Agricultural.

An agricultural plot is used exclusively for agriculture. It is ill-legal to construct residential or commercial estate upon on such land.

Non agricultural

An NA plot is obviously Non Agricultural land. You can develop on the said land provided it is the right zone and you obtain all necessary permissions from the local authority.

That's why these are not same.

The ownership of land is registered in the land revenue department of the government, all the information is obtained in 7/12 extract. Ownership of land is recorded on property card. Hence the record of the ownership of non-agricultural land is the same as that of agricultural land.
