"Refractive index of water = 1.33

Refractive index of kerosene = 1.44

Therefore refractive index of kerosene with respect to water = Refractive index of kerosene/Refractive index of water

= 1.44/1.33

=1.08270677

So, refractive index of kerosene with respect to water is 1.08270677. As kerosene is of the higher density so the ray of light will move away from the normal in this case.
