You have actually answered your own question. However, I suspect you are really trying to understand how a beam of light passes from one medium into another when the first medium is NOT air, but a material with a higher refractive index.
I’ll give you two examples.
The angular direction θθ of a beam of light travelling from one medium to the next depends on the refractive indices of the media and the angle of incidence(w.r.t. the vertical).

The other common effect is to understand how much of a signal is reflected at the interface when light passes between the media. I’ll give you the simple formula for normal incidence just to make it easy to see. Going from water to glass the reflectivity at the interface is

Refractive index of glass w.r.t. water = (Refractive index of glass w.r.t. water) / (Refractive index of water w.r.t. air) = (3/2)/(4/3)=(3x3)/(2x4)=9/8.(3/2)/(4/3)=(3x3)/(2x4)=9/8.

Refractive index of water with respect to air =4/3
Refractive index of water with respect to glass=3/2
By principle of reversibility ,
RI of water with respect to glass
= 1÷ RI of glass with respect to water
= 3/2 =1/ x
=X=2/3

Refractive index of medium 2 w.r.t. medium 1 is written as
μ 21 = speed of light in medium 1/ speed of light in medium 2
μ 21= v1/v2
Refractive index of glass w.r.t. air
μ ga = 3/2 = va/vg .
vg = 2va / 3
Refractive index of water w.r.t. air
μ wa = 4/3 = va/vw.
vw = 3va / 4
Refractive index of glass w.r.t. water
μ gw = vw/vg
{ 3va / 4} / { 2va / 3}
=9 / 8
