IN SI SYSTEM:

RD =  \dfrac{ \rho_{substance} }{  \rho_{water \: at \:  {4}^{ \circ}C }}

 \implies 0.28=  \dfrac{ \rho_{substance} }{ 1000 \: kg / {m}^{3}  }

 \implies  \rho_{substance}  = 280 \: kg/ {m}^{3}

So, density in CGS system is 0.28 g/cm³ and SI system is 280 kg/.
