Relative Density = (density of substance)/(density of water)

Density of water = 1 g/cm^3 or 1000 kg/m^3

11.3 = Density of lead/1
Density of lead = 11.3 g/cm^3

11.3 = Density of lead/1000
Density of lead = 11300 kg/m^3

R.D of a substance =
Density of the substance /Density of water

Density of water = 1 g cm^-3 = 1000kg m^-3

Now R.D of lead is given

11.3 = Density of lead/Density of water
11.3 = Density of lead/1 g cm^-3
Density of lead = 11.3 g cm^-3

11.3 = Density of lead/1000kg m^-3
Density of lead = 11300 kg m^-3
