let the two forces be F and F' .
then the maximum force is the sum of the two forces, F+F'=23N
again from the triangle law of vector addition, we can say that
Resultant force= √(F²+F'²). [becuz cos90=0]
then, 17²= F²+F'²
289=(F+F')²- 2FF'
2FF'=23²-289
FF'=120

Now (F-F')²= (F+F')²-4FF'
=23²-4*120
=49
F-F'=7

By the method of elimination we can find the value of
(F+F')+(F-F')=23+7
2F=30
F=15. and F'=23-15=8
The two forces will be 15N and 8N respectively.
