As per the constitution of India , at state level and the governor get appoints and swears in the parts of the Chief Minister and also council of minister are well collectively responsible to the assembly.
Council of ministers r collectively responsible to the parliament ( both the houses ) but the head of a single state is governor of the state and he pases this order on the order of president
