No. Because after the constitution was made, Maximilian Robespierre came to power in 1793 and the Reign of Terror began. During this period many of the rights listed in the Declaration of Rights of Man and Citizen were not given to people. Also, when Napoleon Bonaparte came to power in 1804, he reintroduced slavery, which was a violation of the first right listed in the Declaration of Rights of Man and Citizen, 'All Men are born free and equal'.
So we can say that the rights given to French people through the Constitution of 1791 and Declaration of Rights of Man and Citizens were not consistent throughout the course of history.
