The river water is getting contaminated because of various factory .what step would you take to minimize the water contamination at your end

we cannot take any steps or if we then it would take a lot of time and money instead if we prevent factory drainage outing towards a underground tank with high capacity can prevent this problem or if we just dig then it may result to underground water pollution .so at last tank idea is far better but it's not applicable on plastic materials
