You should ask the max speed cause min speed is anything more than zero.

r = 20 m
g = 9.8 m/s^2

# Solution-
For maximum velocity, weight of the car balances the cetrifugal force acting on it.
W = F
mg = m(vmax)^2 / r
vmax = √(rg)
vmax = √(20×9.8)
vmax = √(196)
vmax = 14 m/s

Maximum velocity without going off track is 14 m/s.
