This is in line with Newton's third law of motion. Newton observed that for every action, there is an equal reaction in the opposite direction. The propellant in the rocket burns up to produces massive volumes of gases that provides the required thrust to propel the rocket upwards. Hence, while the gases will be moving downwards, the rocket will move upwards and propelled through the air.
