The role of popular struggle doesn't end with establishment of democracy, this is held true by Bolivia's Water war. In Bolivia there was an elected govt. The struggle wasn't for establishment of democracy, it was against the govt. Only democracy couldn't solve problems there. The role of popular struggle is to shape the country's opinion and force govt. to look on to those first and lead to redefine the democracy of that country.
