Explanation:

Conformers are nothing but isomers having  same bond connectivity sequence.This can also be inter converted by rotation around single bond.

In certain conformers the c-c bond is not completely free to rotate due to torsional strain that creates barrier to rotation.this barrier must be overcome by the bond to rotate from one staggered conformation to another.This rotational barrier will happen at extremely cold temperatures and not at normal temperature in which the carbon-carbon bond is constantly rotating.
