Nothing is changed because the salary is increased by 10% then again decreased by 10% .

For example if he has a salary of 100 R's and the salary increase by10% so it become 110 R's and then again decreased by 10% so it become again 100 rs .

Let the salary of the worker be hundred rupees.

After increase it become ₹100 + 10% of 100 = 110₹

After decrease in become ₹100 - 10% of ₹110 = ₹99

The percentage reduction = 100-99 = 1 %
