Let 100 be salary of officer and is increased by 25% i.e, increased salary will be 125

Now new salary be decreased to restore the original salary i.e, 125 must be decreased to 100

hence % decrease is (125-100)/125*100=20% is the salary tnat must be decreased to restore original salary
