A sarpanch is the head of a panchayat. ... Panchayats do not have the authority to enter into or award contracts. They cannot collect taxes beyond a very minor "local fee" and they cannot maintain a police force, courts, or the like. Sarpanches are elected directly within their respective panchayat.
