the scale does not lift easily in case of a newspaper kept over it. Why?

Answer:

When the scale is pushed, the layer of air between the table top and the paper decreases. Due to decrease in layer of air the atmospheric pressure decreases. Hence, more effort is required to lift the unfolded newspaper.
