By applying Unitary method:


$\frac{200}{21} = \frac{14}{x} \\ 200x = 14 \times 21 \\ x = \frac{14 \times 21}{200} \\ = 1.47$



Therefore,
The the actual distance for the map distances for 14mm will be 1.47 km.
