Because violet and blue colour have the least wavelength. Therefore, the scattering of red light is least and scattering of violet and blue colour is maximum. When we look towards sky, this scattered light reaches our eye. Although violet light is scattered more than blue colour but our eyes are more sensitive to blue colour. That is why sky appears blue.
At sunrise and sunset, sun is near the horizon as a result sunlight has to cover comparatively greater distance in atmosphere. Therefore, light is scattered more. Since, this is Reyleish scattering, blue light and other colours of smaller wavelength scatter large and the least scattered colours reach our eye.
This is why sun does not appear blue but appearance of sky is blue.
I HOPE THIS WILL HELP YOU.
