Well, it used to not anymore.

Theoretically, yes you are right, it does remain same, this is due to the water cycle phenomenon , where the amount of water that evaporates is equal to the rain and what eventually ends up in seas and rivers.

However, since the last 20 years there is a general consensus, in the scientific community that the sea levels are actually rising, due to higher temperatures, which are melting glaciers and solar ice caps, completely disturbing thousands of years of developed water cycles, leading to changing weather patterns.
The situation is so bad that cities such as Venice are under threat and many islands such as Maldives are predicted to completely vanish within the next 100 or so years.
