 Salt dissolves completely in water and dissociates in to sodium and chloride ions. The salt solution is clear and transparent and salt cannot be separated from water by filtration.

Thus salt water is a homogeneous mixture.

And if sea water contains suspended impurities like decayed plants or animal material, etc. then it is called heterogeneous mixture.
