Seawater is a mixture of salts and water which cannot be separated by any method but only evaporation. So, we can classify it as a homogeneous mixture.

However, seawater also contains mud, decaying material and waste depending upon the area of the ocean/sea, the place of the beach and the population of the place, for instance, Juhu Beach (having more population) is quite more dirtier as compared to Aksa Beach (having less population). So, we can classify seawater as heterogeneous mixture as well.
