Explanation:

mRNA synthesis starts at the promoter site(transcription start site) ie; 3 prime to 5 prime end of the structural gene. At the promoter site RNA polymerase binds to the mRNA  and initiates transcription. you can refer to the diagram 6.9 in XII std Biology textbook NCERT,
